Creating the Perfect Public Sector Website

This one-day conference focuses on user experience, accessibility and inclusive design for the public sector. It is relevant to those who work in the public sector and to those who supply services to the public sector. Gerry McGovern will introduce the keynote and speakers include Reach, Open Interface, Mayo Council, iQ Content and NCBI Centre for Inclusive Technology.

The conference addresses the website design and build issues faced by the public sector and those working with the public sector every day. Gerry McGovern will highlight the importance of keeping the customer centre of mind. We will look at the impact of getting user experience right, and how to go about creating a great user experience. The conference will explore how accessibility relates to the wider user experience and how to design for accessibility. A case study of an excellent government website, Reach, will be presented and finally we will examine the central importance of content to user experience. A panel session will give you the chance to ask the experts all your questions before the close.

The Web is about customer power. The government's challenge on the Web is to serve the customer (citizen and business), not the department and not the politician.

Nobody wants to go to a website and read about what government is doing and what government is investing. Nobody wants to see pictures of politicians on homepages. Nobody wants to read welcome messages and mission statements.

People come to the Web to do, to complete tasks, and great government websites are relentlessly task-focused.

10.30 - Rick Love, Mayo County Council: What's possible on a public sector website

Rick's presentation addresses the role of websites in the rollout of eGovernment at a local level, the impact on eInclusion and eParticipation and the importance of getting the user experience right.

11.30 - Morgan McKeagney, iQ Content: Creating a great user experience

This session outlines all the aspects that contribute to the user experience and how to go about designing with users in mind. The emphasis is on a user-centred design process.

12.10 - Mark Magennis, NCBI Centre for Inclusive Technology (CFIT): Meeting accessibility requirements

Website accessibility is now a requirement for all public bodies under legislation and the disability sectoral plans. In this presentation, Mark will explore how people with disabilities use the web and the practical barriers that can arise, illustrated using video footage. He will look at how accessibility relates to the wider user experience and how to design for accessibility, the skills required, the role of auditing against accessibility guidelines and user testing as well as pointers to tools and resources, such as NDA Accessible IT Procurement Toolkit.

14.00 - Michael Clyne, Reachservices.ie: Case Study - Connecting people with public services: Inclusive design for all

The description of the process by which one government body has achieved an excellent website. This is an opportunity to learn directly from the experiences of those who have been through the process and got it right.

14.40 - Matthew Ovington, Open Interface: Home Improvement: Different approaches to managing your website's content

How important is the management of content to the user's experience? For many organisations content management relates mainly to content production and technology such as Content Management Systems (CMS). This presentation will examine the central importance of content to the user experience and different approaches to content management that organisations adopt.

    Since 1994, Gerry McGovern has consulted on web issues with government agencies in Ireland, UK, United States, Canada, New Zealand, Australia, and Holland. His clients include USA.gov, UK Firstgov, FAA, IRS, EPA, US State Department, UK DEFRA, European Union, Health Canada, etc.

    Bev Godwin, Director, USA.gov: The U.S. Government's Official Web Portal, described Gerry's latest book, Killer Web Content, as: "Genius! Gerry McGovern gets it! If you read ONE book on managing a Web site, this is it."
    In 2007, over 250 Canadian government web professionals attended Gerry's two-day masterclass. 91 percent gave it 10 out of 10.

  • Mr. Richard Love (Web & GIS Project Leader)

    Mayo County Council

    Richard Love is the Web and GIS Project Leader for Mayo County Council.  Prior to joining Mayo County Council in 2001, he worked for two internet consulting firms and a taxation firm in Dallas, Texas. Mayo County Council won the 2007 eGovernment Award for Accessibility, the 2007 O2 Overall Ability Award for Accessibility and three NDA Excellence Through Accessibility designations for the Aras, Library Service and the Westport Leisure Centre.

    Richard holds a Master’s degree in Political Science from Baylor University and an MBA from Dublin City University.  He is also a member of the IIA’s User Experience Working Group.

  • Mr. Morgan McKeagney (Managing Director)

    iQ Content

    Morgan co-founded iQ Content in July 2001. Since then, he has helped iQ Content become one of Europe's leading internet consultancies, averaging year-on-year revenue growth in excess of 200%.

    At iQ Content, Morgan has led high-profile projects for clients such Vodafone, Deloitte, and Global Voice. He has also been instrumental in defining the company's business strategy, expansion, and day-to-day operations.

    Morgan is a recognised expert in web strategy, content management, e-Government and user experience, subjects on which he has written and presented extensively. He's also a Director of the Irish Internet Association – Ireland's leading representative body for the internet industry.

    Prior to co-founding iQ Content, Morgan had extensive experience in the e- Learning and localization industries, first with SkillSoft and latterly with VistaTEC. As an instructional designer, analyst, and consultant, he has worked with many of the world's leading IT companies, including Microsoft, Lotus, Intuit, Motorola, and Symantec.

    Morgan speaks fluent French and Italian, has a BA (Hons) in International Business & Modern Languages from the University of Strathclyde, and a Masters in Economics from Trinity College, Dublin.

  • Dr. Mark Magennis (Director)

    NCBI Centre for Inclusive Technology (CFIT)

    Dr. Mark Magennis is the founder and Director of the NCBI Centre for Inclusive Technology (CFIT) which aims to promote accessibility in the design of Information and Communication Technologies. CFIT provides education and assistance in Inclusive Design and accessibility to ICT managers, designers and developers, chiefly through mentoring, auditing and user testing. Mark has been working on website and software usability and accessibility in both the commercial and not-for-profit sectors for 8 years. He is a principle author of the NDA IT Accessibility Guidelines and the Accessible IT Procurement Toolkit and a former Chair of the IIA User Experience Working Group.

  • Mr. Michael Clyne (Interactive Web Specialist)

    ReachServices.ie

    Michael, has been working as a Web Usability Expert Consultant in Designing, Redesigning and Reengineering Online Services over the past 10 years.  Over the past 2 years, Clyne has been working closely with the Irish eGovernment Public Services Broker (www.reachservices.ie) with a remit to make this online service more usable and accessible for all. Previously, Michael was responsible for the successful delivery of the online products database service for people for aging and disability - www.assistireland.ie, which won the Irish eGovernment Award for Best Accessible Service in 2005.

    Prior to this, Michael has worked in industries as diverse as Telecommunications, FMCG, Broadcast Television and eLearning delivering highend Interactive Digital Multimedia, Internet Information Architecture and User Interface Design solutions for Lucent Technologies Worldwide, Eircom, Citizens Information Board, Unilever, Oniva, RTE and Reebok.

    Michael has presented at several seminars, conferences and published articles on Best Practice in Embracing the Digital Evolution and Designing Web Online Services. He holds a BA in Information, Communications and Technology from the University of Massachusetts, Amherst, Ma, USA and a post grad diploma in Business and Enterprise from Dublin Institute of Technology (D.I.T.).

  • Mr. Matthew Ovington (Managing Director)

    Open Interface

    Matthew Ovington is a co-founder and Managing Director of Open Interface, a usability and accessibility consultancy based in Dublin. Before founding the company in 2001 Matthew was a Senior Usability Engineer at Nua, the web consultancy founded by Gerry McGovern. Matthew advises clients on Information Architecture, accessibility and usability - testing, evaluating and forming strategies for the development and maintenance of easy to use and engaging websites.

    Matthew has an M.Sc from Trinity College and is Chairman of the IIA User Experience Working Group.

  • Mr. Rory Hanlon (IS Project Leader)

    Leitrim County Council

    Rory Hanlon is an IS Project Leader with Leitrim County Council. Since joining the local authority in 2002, he has specialised in application and web services development. Among his recent work has been the successful integration of CRM into the business process contributing to Leitrim’s selection for “Best Customer Service” award in 2005 by Chambers Ireland.

    Rory holds a BSc in Applied Computing from the University of Ulster and, prior to local government, has worked in the insurance, construction and HR sectors.

  • Mr. Dónal Rice (Senior ICT Advisor)

    Centre for Excellence in Universal Design, NDA

    Dónal Rice in the Senior ICT Advisor for the NDA Centre for Excellence in Universal Design (CEUD) which was launched in October 2007.  The CEUD is dedicated to the principle of universal access, enabling people in Ireland to participate in a society that takes account of human difference and to interact with their environment to the best of their ability.  Dónal has responsibility for the NDA IT Accessibility Guidelines and formerly worked extensively with many public sector departments and agencies on the NDA's Excellence through Accessibility Awards.  

    Dónal holds a BA in Maths and English from University College Dublin, a post graduate diploma in IT from Dublin City University and is currently completing an MSc in Computing from Griffith College Dublin.

  • Mr. Ray Bell (IS Project Leader)

    Laois County Council

    Ray Bell is an IS Project Leader with Laois County Council. Since joining the local authority in 2001 he has specialised in application and web services development. He has worked on many eGovernment initiatives and has managed the internet strategy for Laois for the last 6 years. His objective is to provide the necessary tools that will enable the citizen to self serve themselves in a convenient and user-friendly way using the internet.

    Ray holds a B.Sc (Hons) in Mathematical and Computer Science from National University of Ireland Galway and is currently completing an MBA at Dublin City University.
